  1. 1 (b) (i) the particulars of its organization, functions and duties  :

Functions and Duties of Organisation

 

(a)       To serve the war bereaved, war disabled, serving defence personnel, ex-servicemen and their dependents to the best of our abilities.

 (b)       To provide healing touch to the war disabled, families of the Martyrs and resettle them in a meaningful and dignified manner.

 (c)        To help the ex-servicemen for their second career.

(d)        To inspire the youth of the State for careers in the Armed Forces and train them to realize their dreams.

(e)       To maintain close liaison with State Government, District authorities, the Director General Resettlement, Ex–Servicemen Welfare Department, New Delhi, the service authorities, recruiting organization and other departments pertaining to welfare and resettlement of ex-servicemen.

(f)        Maintaining an updated census and record of all ex-servicemen of the state, district wise and those who are seeking employment or self employment assistance.

 (g)       To keep an updated record of orders and policy communications on employment, self employment, welfare matters and apprise ex-servicemen on the latest entitlements of benefits through media etc.      

(h)       To extend benefits to the entitled battle casualties, war widows, gallantry award winners and their families.

 (j)         To extend scholarship, book grants and spot assistance as per the policies laid down.

 (k)        Arrange collections for Armed Forces Flag day fund through sale of flags, advertisements and so on.

 (l)         To advise the civil administration on all matters pertaining to welfare of ex-servicemen.

 (m)      To organize Rajya Sainik Board Meeting, Special Fund Committee and Governor’s Defence Fund Committee meetings periodically.

 (n)       To settle any grievances of ex-servicemen on matters of pension by taking up cases with appropriate authority.

 (o)       To create awareness about the available facilities.

 

 

  1. 1 (b) (ii) The duties of officers and employees :

 

(a)       Duties of the Director. The overall responsibility for the satisfactory functioning of the Directorate rests with the Director.  He is a representative of the State Government and the Director General Resettlement on the matters concerning the welfare and resettlement of the ex-servicemen, families of ex-servicemen and serving soldiers.  In order to fulfill his role, he has the following tasks :-

 

(i)         To maintain close liaison with the various Secretaries to Government and Heads of Department and the DGR, Service Units and so on to further the cause of welfare resettlement of ex-servicemen, dependents, dependents of ex-servicemen and serving soldiers.  Also to maintain close liaison with the Public Sector Under takings, financial Institutions and other prospective employers with a view to ensure the employment and self employment of ex-servicemen.

 

(ii)        To take appropriate action to get the various rules/orders regarding welfare and resettlement of ex-servicemen issued by Government of India, are properly implemented by the State Government.  He will also suggest to the Director General Resettlement. Kendriya Sainik Board and the State Government if any further need arises for modifying various orders/rules concerned with the welfare and resettlement of ex-servicemen.

 

(iii)       To visit the office of the Deputy Directors and inspect the offices periodically at least once in a year.

 

(iv)       To co-ordinate the work of Zila Sainik Board in the State and to take necessary action on merits of the case.

 

(v)        To hold periodic Seminars and Rallies for disseminating information to the general public regarding the Armed Forces and taking measures to arouse positive interest in the Armed Forces amongst the general public through media whenever found necessary seminars be arranged, in order to disseminate information regarding employment reservations and awareness in general in Public Undertakings, nationalized Banks etc, It could also include major private Undertakings, Employees, Manufacturers, Organisations etc, regarding social responsibility towards rehabilitation of the ex-servicemen.

 

(vi)       To draw up a General Training Programme for Vocational Training of ex-servicemen in consultation with the TECSOK, KSFC, Banks, Private Professional Organizations and such other agencies and  ensure their proper conduct.

 

(vii)      to give wide publicity to various Welfare and Resettlement schemes formulated by the centre, Director General Resettlement and the State Government, such as SEMFEX and ensure the maximum ex-servicemen and their families benefit from them.

 

(b)       In addition to the above, he will also perform the following duties in his capacity as head of the Department :-  

 

  • As Ex-Officio Secretary to the Karnataka Rajya Sainik Board he shall be responsible to convene the meeting as per the Rules of the Rajya Sainik Board.

 

  • He shall be responsible for operating and maintaining of the Karnataka State Ex-servicemen Welfare Fund as per the rules of the Fund issued by the Government.

 

  • As Ex-Officio Secretary to the Special Fund Committee, he shall be responsible to convene the meetings of Special Fund. Also to operate and maintain the fund as per rules of the Special Fund for Re-construction and Rehabilitation of Ex-Servicemen in Karnataka State.

 

  • As Ex-Officio Secretary to Governor’s Defence Fund Committee he shall be responsible to convene the meeting of the committee, operate  and maintain the fund as per the rules of the Fund.

 

  •   As Ex-Officio Secretary to Armed Forces Flag Day Fund Committee, he shall be responsible to convene the meeting of the Committee.  To take suitable measures to raise the donation for the flag day Fund from general public as per the guidelines of the Committee and Kendriya Sainik Board, New Delhi. He shall be responsible for maintaining operating and getting the accounts of Flag Day Fund account audited periodically.

 

  • To register and sponsor disabled ex-servicemen, key personnel such as Common does, bomb disposal experts, dog trainers and heavy & equipment operators.

 

  • In order to regulate employment and ensure optimum utilization of vacancies by circulating it to other Deputy Directors Office in case suitable candidates are not available at particular district office.

 

  • NA certificate for non-availability of ex-servicemen for a particular vacancy will only be issued by Director’s office.

 

(c)        Duties of joint Director (HQ).

 

(i)         He shall assist advise the Director in office functions and do such other duties  assigned to him from time to time.

 (ii)        Whenever the Director is out of station on duty, he shall be responsible for smooth functioning of the Head Office and keep the Director informed of any important happenings on return to Headquarters.

 (iii)       He shall exercise supervision over all the various sections in the Head Office and will exercise general control over the work of all officials in the Head Office. Letters will be scrutinized by him before they are put up to the Director.

 (iv)       He shall personally supervise all confidential work.

 (v)        He shall scrutinize pending statement of all the sections regularly and arrange for quick and prompt clearance of long outstanding cases.

 (vi)       He may correspond directly on behalf of Director with regard to all routine work and with the prior approval of the Director.

(vii)      To scrutinize and put all proposals regarding purchase of furniture stationery and other contingency items to the director.

 (viii)     The Joint Director shall ensure that Legislative Assembly and Council questions are attended to immediately.

 (ix)       He shall initiate the Annual Confidential Reports on all members of Group B & C staff in Headquarters and control their local administration such as leave, pay and advances.

 

  1. 1 (b) (iii) the procedure followed in the decision making process, including channels of supervision and accountability .

 

(a)       In Dist offices, tasks will be assigned to the case worker and will be scrutinized by the Office Superintendent/Manger and finally the case will process by the Deputy Director/Joint Director.

 

(b)       In Directorate Office, tasks will be assigned to the case worker and will be scrutinized by the Office Superintendent, Assistant Director and perused by the Joint Director and finally the case will be processed by the Director.

 

  1. 1 (b) (iv) The discharge of the functions of the Department is as per the office manual and sakala schemes.

 

  1. 1 (b) (v) All the functions of the offices of the Department is governed by the rules, regulations, Codes, Circulars, Orders and Acts framed by the Government.

 

  1. 1 (b) (vi) All the offices hold documents as per the categories specified by the Government and maintained as per the relevant instructions of the Government.

 

4 1 (b) (vii)                                                     Nil

 

4 1 (b) (viii)  Advisory boards at District level and State level are formed to advice the Government about the formulation and review of policies and welfare schemes. At the District level, Zilla Sainik Board is formed at the District offices with Deputy Commissioner as the Chairman. A senior retired defence officer is appointed as the Vice President and Deputy / Joint director of the District office serves as the Secretary.

 

At the State level, Rajya Sainik Board is formed and Hon’ble Chief Minister of the State is the President of Rajya Sainik Board. To know the composition of Rajya Sainik Board please click here
